OBS|frontier reports capabilities established, checks that never ran because a capability they needed was not established, and the deepest wholly-green section. It is measured over the capability graph, not section order.

Why: a pass/fail total has no denominator and treats a foundation failure like a leaf one, and growing the census moves it without changing what a bug would reveal. The count of checks stuck behind the floor is the number an emulator author can move.

Rejected: a headline tally - rewards the wrong work.
